Program of the Year

The Program of the Year Award recognizes a training and development initiative or program within NAGTAD membership that leads to documented positive impact on the knowledge, skills, and abilities of participants and their agencies in the public sector.

NAGTAD is seeking nominations for the 2008 Program of the Year.  DUE DATE: April 15, 2008

2007 Program of the Year

The 2007 Program of the Year was announced at the August Conference in Helena, Montana.

for
“Certified Public Manager’s Capstone Project”

Over the past six years, Kentucky’s Certified Public Manager’s Capstone Projects have saved thousands of dollars, provided assistance to state government agencies, and have improved the competencies of the team members.

The 2006 Program of the Year was announced at the November Conference in Las Vegas, Nevada.

the Idaho Division of Human Resources
for
“Performance Management: An Online Training Program”

Performance Management is a program offered online through the Idaho Division of Human Resource’s (DHR) website for State of Idaho Employees.  In 2005 the State of Idaho adopted a new performance management system with legislation requiring every supervisor and manager be trained on the format and process of performance management.  The Division of Human Resources met this statewide initiative by developing new resources highlighted on the webpage,

Performance Management http://www.dhr.idaho.gov/HRInfo/PerformanceManagement.aspx.

This online resource provides consistent and easily accessed format and process training to every manager and supervisor within Idaho, a largely rural state.   

The Performance Management program consists of two parts --

  1. format training
  2. process training

Format training provides a complete description of the new system through a PowerPoint overview presentation, an employee informational flyer, a list of appraisal documents and tools, and an appraisal software tutorial for those agencies using a desktop program.

“Performance Management Online,” developed by DHR in 2002 and launched in 2003, was revised in 2006 to meet the intent of the new initiative.  This online comprehensive program describes all aspects of the performance management cycle, including

Learners may utilize the program on an individual or ‘as needed’ basis or in a facilitated group environment, using on-line activities for hands-on skill building.  The entire Performance Management program was built in a way that enables agency human resource or training staff to provide their own ongoing, customized in-service performance management training. 

2005 Award

The 2005 Program of the Year was announced at the Fall Conference in New Hampshire: The Mississippi Department of Transportation’s LEAD Program!

In response to dramatic changes in the workforce during the 1990’s the Mississippi State Personnel Board launched the Quality Workforce Initiative in 2000 with a vision for improving the quality of the state’s public workforce by dramatically improving the processes surrounding human resources in the state. 

As a result of this effort, the Mississippi Department of Transportation (MDOT), with the support of the State Personnel Board, was the first agency in the state of Mississippi to implement formalized succession planning efforts.  After conducting an internal study, the agency found that over 47% of its management level employees were retirement eligible and by 2006 that number would rise to 64%.  Within a year, an internal succession planning process had identified the highest critical need areas as well as created a competency model for the MDOT leaders. 

The need to enhance leadership skills, transfer institutional knowledge, and do so in a very short time period, led to the development of the MDOT LEAD Program.  The LEAD Program prepares a pool of high potential individuals for executive level leadership positions within 18 months. The LEAD Program launched in 2003 with a pilot group of 90 participants. 

Components of the program include the following:

The first graduation of the LEAD Program pilot group was in the spring 2005 with over 45 of the 90 participants having already received a promotion into new positions within MDOT.  The LEAD Program has been highlighted in over 10 national presentations, replicated within two other Mississippi state agencies, and peaked several other states’ interests in developing similar programs.

 

2004 Award

The winner of the 2004 NAGTAD Program of the Year Award is the “First State Quality Improvement Fund” from the State of Delaware! Established by law in May 1996 and implemented in 1997, the First State Quality Improvement Fund (FSQIF) has provided 78 grants totaling just over $1 million to 23 Delaware state agencies for continuous quality improvement initiatives. Each year $150,000 is allocated to the proposal review team for distribution to agencies to improve services for Delaware citizens by improving work processes, involving state employees, and achieving customer satisfaction.

Even in the face of a severe budget shortfall the last two years, the Governor and the General Assembly continued to value the positive results of this program and insured its continued funding. 2003 Award

Ohio's Department of Administrative Services' Professional Administrative Support Services training program (PASS) was the 2003 NAGTAD Program of the Year. The NAGTAD members in that department are Kimerlee Wilcox and Carolyn Groves. PASS is a 12-unit curriculum (one day a week for 12 weeks) integrating soft skills and technology skills to enhance core competencies for Administrative Assistants. The program does pre- and post-assessments using WorkKeys to measure success and to guide career coaching. To date, Ohio has graduated 182 employees from the program. Congratulations to Ohio!
